Well it depends on how it's being localized. For example they may be offering a translated version without any censorship with additional content that later versions may contain that wasn't translated in the original since it didn't exist at that point in time.

For example if they decided to localize the more recent version of ayakashibito which contained an additional route + they include an uncensored 18 patch and add 18 content for the new route.
