The story was just trying too hard. They should have put more emphasis on the free roaming. Maybe add more enemies. I was really surprised by the lack of variety.
In Phantom Pain, you just have the garrison soldiers, the patrolling soldiers, the melee SKULLS and the sniper SKULLS.
Maybe the child soldiers, but they feel like retextures.
Compared to that, Peacewalker really looks like it has a lot more variety. Not to mention all the humor which is missing from Phantom Pain.

I'm going out on a limb here, but I personally think the Vita's poor performance is due to it occupying that sweet spot where it's just powerful enough that developing a decent looking game for it costs quite abit, but not powerful enough to compete with modern consoles.
