No, see, level doesn't really matter. I changed my party after like every story event to a new one composed of characters I'd personally see taking part in that errand if I could, and when I couldn't it's 'cause the game already decided for me. That's actually why every DLC character is very broken, 'cause a lot of the first 2/3 of the game's difficulty comes from only having 1-3 people in your party, and with a full party you can pretty much just sleep through it all, as opposed to having a pretty actually well balanced, hard time without them.
