That's something they did differently in later games. Anonydeath, for example, had the whole of Victory to be a jerk to Arfoire and Rei, and develop his crush on Noire. Affy's spent since the end of the CPU grand prix talking about making money and then all of HyperDimension talking about busty blondes, all the way into Heart Dimension. Brave wasn't given a fair chance, he had so little time in comparison to later robots, so while he was a great character, he could have been better had he had room to actually show his personality more. Well, mk2 is incredibly experimental for CH. They had to revamp the entire battle system, actually create new assets for it (remember that mk2 is the source of everything that V would reuse, which in turn carried over to the Re;birth series) and try a new dialogue style (the 3D portraits).

They probably wanted to see if a mostly serious Neptunia game was more to the liking of the players or not. Which led to the goofy as heck Victory in comparison.

I felt that she was kinda tsukkomi in mk2 as well (mostly restricted to Chirper events, now that I thought about it). Although the things that stood out were the confidence issues, harassing red-heads into being cute and tech geek stuff. Depending if you liked Victory/Re;birth3 or not. The anime is a rehash of mk2 and Victory combined together, with Plutia toned down and the Yellow Heart thing a little more dramatic.
