The Kriegsmarine at least would have been in an even worse shape without the Italians. Even if their war record was less than spectacular, the Regia Marina still challenged vital British interests in the Mediterranean and the Suez. Even as a Fleet in Being, the Italians forced the British to divert a significant portion of its navy there.
With Italian neutrality, Germany would have no means of threatening the Mediterranean except potentially through the Vichy French Navy (which was largely passive after the Armistice and scuttled itself when the Germans tried to take the ships themselves), and the RN would have even more resources to deal with them (or potentially with Japan).

The Arizona is just plainly much better for tier.
It is for the most part pretty average and it's not really worse than the New Mex in any way except for AA. But, 12 guns plus good dispersion and sigma means you can delete cruisers easily and hit enemy BBs for shitloads of damage even if you don't citpen.
The Atlanta has a small HP pool, poor armor, and guns with bad range, damage, and the patented rainbowing balloon arcs from the US DDs. Even though they can still do good amounts of damage purely thanks to sheer volume of fire, they're highly inconsistent. It can be a fun ship and it can do well, but it's not a good consistent crew trainer/money maker.

Please don't pretend this game is balanced, it's not. The usage metrics from WarGamings own fucking public API can paint a very clear picture of how badly designed the ship balance is. First amongst these issues is the +2/-2 matchmaking and the idea that they retain it for 'fun' and not because they're incompetent.
They said they need more players to tighten the MM brackets but if you pay attention you'd see that if the game was objectively more fun to play it would have more players.

He nearly missed a .6km shot on a New Mexico at 5:50 too. Would have been an easy kill in the Nagato or Colorado, but the shells go straight up into the superstructure. That dispersion is godawful. No one in that game seemed to know it had torps, even after the chat started talking about it. Guess none of them had seen a Tirpitz either. The guy recording it is flipping out that it killed an Atlanta in two salvos when it was going broadside with 7k health, or that it killed some dumb lower tier BBs, but it doesn't really seem that impressive. Well, the thing seems to handle more like a cruiser than a BB, nad it looks like it can risk a hit or three from 16" guns without getting automatically citpoenned out of the game..
Given the relatively low the detection range, you are probably meant to play it in a rather aggressive way close to your cruisers, either helping them make a push, or covering them when it's time to turn tail and run.
Which is pretty much the same thing Tirpitz excels at.
That won't stop teh baBBies from sitting at 19 km and complaining about the accuracy.
On the other hand, the guns are inaccurate enough to miss at 7 km, but WG apparently can't not insist on a national peculiarity that is is as anti-fun as possible.

It might also have to do with the passive playstyle of SEA which I hated so much, and not to mention how SEA gets shafted in terms of community events and just events and missions in general.
