Yes, Lucio should stand on the point/payload/with the tanks and heal the entire time, only speeding when it's required to finish a kill or ult.

In a Mercy+Lucio setup Mercy will still heal but her main job is to boost the DPS players and use revive smartly. Generally You'd see Lucio in this setup with about 65% of the healing.

Lucio heal is an aoe passive ability whereas Mercy has a single target heal that must be manually applied.

Lucio tops off people taking piddly damage and Mercy is more focused on repairing more significant burst, which is prone to kill characters outright if applied correctly.

What is the best way to counter a Rein/Bastion fort, especially if its in the middle of their team and backed into a corner?

When I'm playing with my regular 6 stack of friends we can generally crush it pretty easily, but It will stall our first attack and then takes a lot of focus on our next push. This wouldn't be too much problem except for sudden death, when the 2 min counter means that the time wasted is critical.

Normally a Pharah, Junkrat, D.va (for point defence/rushing close) with a mercy is enough to break it though.

OW has been in closed beta since late last year, overall the game has basically been in the exact same playable state since then with the only real difference being skins.

In that time they've balance patched the game dozens of times, the problem now is in retail every single change is seen by everyone and people freak the fuck out over it.
