The key is to adopt a consistent damage control philosophy on your ships: either using the DCP frequently and buffing the cooldown, or using it rarely and buffing module damage resistance and fire burn-out time.

On one end of the scale, you have DDs. They can WASD away a lot of hits, but when they get hit, it's a big deal. In that case you plan to use DCP almost straight away, so there's no value in spending points causing fires to burn out quicker.

On the other end are BBs. You're guaranteed to take a lot of hits and using DCP means it won't be available again for a long time. You have to save your DCP for dire situations. It's rarely justified to use DCP to extinguish a single fire, so buffing the burn-out time is appropriate.

No way Hipper is going to citadel an Iowa at that range, the shell trajectory is too low, whereas the in the Tirpitz it can happen, in fact it happened twice to me against Iowas and in a lot of other cases against Amagis, NCs and lower tiers BBs.

It's ok friendo, I made the same mistake. The only gunnery skill I have is BFT. Gunnery Mod 2 reduces my RoF from 8.1 to 8.5, but the improved turret traverse means that I can actually track my targets as my ship does the ass wiggle in order to minimize my profile while my guns are reloading.

You could go full meme like Holmes and take Last Stand, Expert Marksman, AFT and Torpedo Acceleration if you want.

I'd add Shchors and Chapayev but they never stand out whenever i meet one, all they can do is spam with their puny guns but usually they're quickly silenced by 203 mm.
It's pretty strange but although both on paper and according to stats many of their ships are OP, whenever i meet one in game i don't fear them at all, but that might be because i'm above average so i usually have the upper hand in my fights.

Anyway russian botes have shitty concealment, shitty armour and huge profiles and they tend to do poor in close range fights from what i've seen.
Their gun damage is pathetic but on the other hand their RoF is outstanding so it's partially compensed by that.
However they are certainly not as OP as russian tanks were in WoT but that might be only because WoWs is a more balanced game with less glass ceilings and less frustrations.
