As you get higher up, the matchmaking system is going to have a harder time keeping the queue time low while keeping the match fair. Often times you're just going to get a clusterfuck for the sake of a faster queue time... this is how stomp matches are created.

anyone else think torbjorn is overcentralizing as fuck? your team has to constantly focus on him the whole game or else its pretty much auto loss. his turrets counter all ults, have no aim drop off, and dont miss at a huge range. he basically invalidates lanes for a large amount of characters. not to mention he builds ult so fucking fast and his ult gives him and his turret fucking 800 health so basically you have to hide for the entirety of it. all of this while having to deal with 5 of his teammates.

I wasn't really sure about the first, but it could have a limit on how low it goes. Revivng an entire team at 75% hp is still pretty strong, for example.
It also fits the lore of imperfect ressurections

The second was more of to enable counterplay if the other nerfs are not applied. It makes killing mercy first something actually viable.
A lot of times teams will focus on mercy, but by the time it takes to mop up the rest of the team she has already shifted back into the area and just revives them. It would lessen the effectiveness of revives straight out of spawn, but the further away from spawn she has to travel the less the nerf hurts.

I don't really have an opinion on her balance state, but I love it when people try to argue that Zarya getting charge is the result of bad players. That this core mechanic her entire kit was built around with two abilities dedicated to it is something that only happens once in a blue moon.
