Pay attention to what they're hitting you with

Go online and look up the frame data for those attacks

For example, Ryu is positive on block with his st.mp so it is not a good idea to hit a button after the first blocked one.

Mike is negative (but not punishable) when she does b.mp, so if you see a Mika do that then you can hit a button because whatever you hit will come out before anything she does so if she presses a button SHE'LL get counter hit, if she doesn't you still get to start your offense because her "turn" basically ended when you blocked her b.mp

Does SFV use any form of smear for some of the animations?

One of the few things I like about the added motion-blur is that it gives a smear-like effect on character, which looks cool. Too bad they put too much of it to the point of making characters look less detailed. Which is dumb, Doom had an option that let you set the amount of motion blur, even on console.
