Honestly, it's more of a will thing than strenght. Sometimes i really want to win and impress myself, sometimes i don't give a fuck and just wanna finish my matches.
The best you can do is play only when you're motivated enough to do your best. Assuming that you don't wanna play at pro level.
I always had an easy time with shooters though, so there's obviously something that individuals have that others don't.

Yep, your rank doesn't come into play on any of those services. ESEA recently introduced their own ranks and i believe FACEIT has had it for quite some time, although the free users can't get any placement (need confirmation).
You don't actually start matches on these services through the CS client but their websites instead, where you log with your own Steam Account.
Both have anticheats better than VAC, plus servers with twice the tickrate, allowing for a smoother experience with less hackers and better hitreg.

I can't comment on your dpi/sens and I won't suggest a specific value for it like most retards but I what I can tell you is that go for something that is look for setup that is comfortable for how much you physically move your mouse and arm. No, don't expect instant results, getting comfortable is the first step, once you are actually comfortable with it, stick with it and fucking burn the angles into your muscle memory. You do this by just playing while forcing flicks/snaps and being conscious about the over/under shoot the different distances.Eventually the flicks/snaps will be naturally that you wouldn't even need to pay attention to how much you move your mouse.
