You inject A9LH into the FIRM partition. Bootrom is code that is hidden on a tiny chip which we can't access, which then loads the arm9 and arm11 data from NAND (arm9 data contains the FIRM partition we took over)
Formatting does not overwrite the FIRM partition, especially when you format from Luma3ds which automatically write protects FIRM sectors

You might not need an app. I've transferred a save from one region of a game to another with savedatafiler. Just recently did it with Project Mirai.

Backup the donor game's save and also backup a fresh copy of the destination game. Copy the contents of the folder with the titleid in the donor save directory to the titleid folder in the destination save directory. Then use savedatafiler to restore the destination save. It SHOULD transfer things over.

Try it with another game with two different regions to see if that holds for everything. I can't say it'll work for MHX to MHG.

You might use PokeGen/PKHex for that.
- Extract your save from B2 with TWLSaveTool and your X/Y with JKSV (or whatever you use).
- Open your save with PokeGen.
- Turn every Pokemon you want into a .pkm file.
- Load your X/Y save with PKHex and import every .pkm file.

It's a bit much to do but I think, it's the only way to do it without PokeTransporter + Bank.

Compared to 3DS/Wii U stuff, it's gonna be a hell of a thing no matter what. All of the flashers need to be soldered (heavily) in some way or fashion.

copy /luma/ and luma's arm9loaderhax.bin to root, put ntr firmware.bin in /luma/, put any other a9lh.bin payloads you want in /luma/payloads/ and rename them to "<HOTKEY>_<NAME>.bin"

For instance, "X_CakesFW.bin" will boot Cakes' a9lh.bin if you're holding X when you boot up your console. If you want to do that, open cmd in the same dir as Cakes.dat, then do:

dd if=Cakes.dat of=arm9loaderhax.bin bs=512 skip=144

That should get you the a9lh.bin for CakesFW.
