If the exp will stay the same, then the items must be worth the trouble of going through a place with shitty exp.
So, the items can't simply be some lvl 120/170 gear (even if good), which would be completely passable.
They won't put end-game gear on those dungeons, so an alternative would be the introduction of materials that are usable in the recipe of end-game items and that are exclusive drops for those underused places.
The end-game gear should be something that forces people to endure those shitty dungeons.
