New Mexico more so, since it seems BB's are more dominant on T5-6 ranked battles.

For T7 and onwards, Mahan and Colorado are good choices too, but here the trend reverses and DD's become more influential to the outcome of battles. So go Mahan. Or if you already have a good crew for it, a Blyskawica.

gunboting in IJN DD's need more time and space for hit and run tactics when fighting against other DD's, since they're less fit for head-on brawling. This means you're not going to be as effective in pushing caps against a Mahan, Sims, Kiev or Blys.

I don't know which level you are but i have seen mostly cruisers battles with 1-2 BBs and 1-2 DDs, the rest were all CAs.

DE or AFT for vodka cruisers?

Their AP is really good, so DE seems like it might be a bit of a waste.
On the other hand, once you start meeting the bow-on 1/4 BBs at t8, DE becomes a lot more interesting.

AFT is of course a memetastic AA buff and nothing else.

Anyone have experience with this at tiers 7 - 10?

Amagi, it has the one of the best dispersions in the game for a BB along with a pretty solid number of guns
but if you're looking for any kind of consistent accuracy instead of guns that just sometimes fire in completely the wrong direction then you're in the wrong line of ships

I play pretty much nothing but T9/10 (and SEA has never had the repair discounts) and whatever line I'm grinding out next, so the relatively slow profit I do make keeps getting spent on each new bote in a line and getting all the upgrades for it as soon as I can before moving on to the next
there's a few ships that I've sold over the time I've been playing that I want to buy back but so far the Amagi is the only one I've been able to actually afford
