So I was wondering who I should promote to to Kinshi Knight. I am mainly debating between Shigure (Fathered by Azama) or Setsuna. Shigure seems bulkier (which is what I mainly want), but Setsuna seems to have better growth rates, so I'm not sure.

Depends on you. Azura's hard to level for some people because she dies to almost any physical hit, but she's been pretty useful for the most part on all my playthroughs. Just keep her away from front-line fighting, and don't feel pressured to use her in every battle. If you do end up getting DLC, Warp is godly on her.
Also, I forgot, Hana and Setsuna will be hard-outclassed later on, so don't plan on actually investing in them unless you're gonna make a min-maxing file where everybody's the best they can be.

Growths affect minimally, like 10% only translates to 1 point in 10 levels before promotion. His problem is he comes at level 10 with mediocre bases around the time everyone is approaching level 14-15 and he mains swords which further accentuates his mediocre strength.
