Okay, how about this for an villainous Omnic terrorist support-esque character.

Laser rifle that doesn't have an ammo count, it just overheats if fired too much too quickly. Moderate rate of fire with large laser beams fired.

Alt fire is the gun charges for a second and a half or so before firing. It penetrates up to like 3 surfaces. Gun instantly overheats.

Shift places a jump pad for teammates that can be used to boost to higher locations. Fizzles after a 10 seconds. Can also be destroyed by enemies.

Ultimate knocks out enemies' HUDs for a short time. No ammo counter, no cooldown indicators, no kill feed, no ally indicators, none of it.

My ping jumped from an average 60 to 220. I played two matches, one as Winston and another as Widow. Winston was okay, but Widow was unplayable.

Yes exactly. The animator who did these has a background in theatrical 3d animation. Athough they only use the smear frames in things with a fixed camera like the PotG intros. There is a little bit of squash and stretch in more general animations though.
