Completely random, I have gotten 6 per run and 0, he is still a good boss for getting them because during phase 1 he is 3 different enemies all of who have a chance to drop them, then in phase 3 he is 1 boss and he also has a chance to drop them, so basically you are getting 4 rolls to get some per run, the only real downside being that he is annoying to solo without nova/rhino and crafting the keys takes an hour each.

I personally used sniper rifles but honestly anything that relies on damage rather than RoF to deal with things should be fine, also Ammo Mutation for phase 1, but then you have to keep the toxic spitting Corpus head alive (it sometimes spawns fodder to kill for extra ammo)

Make Oberon more Paladin, but keeping his Druid features.

Increase his armor or something.
Make Renewal give innate effects like innate Rage, or high resistant to status procs and knockdown resistance.
Give Oberon 4 an Exalted form. Or if we wanna go 'nerf please' levels the longer he is in this form the more armor he gets.
