No ultimate in the game is actually useless. But when you're in a game you aren't going to go "Oh geez we need to wait for Torb to charge his molten core so he can make a big push on the enemy objective" or anything. Likewise, when Torb ults you are just a bit peeved and you move outside the turret LoS. The big glowing dwarf can be focused down if he actually tries to push on your team because it's not like he's Bastion in tank form or anything.
