a bunch of reasons. Convenience, herd mentality, finding groups, etc.
A lot of that isn't as necessary anymore due to the LFG cross server stuff, but gradually servers shift as one side becomes dead just naturally.
Beyond simply server pop ratios, the alliance pvp circlejerk was very strong at WoD launch and so many high rated players had faction changed (or simply rerolled) which caused many to follow suit, ending up with very lopsided ladders. There were times when you couldn't find horde representation in 3s ladders until past #100.

Again, many reasons beyond the obvious, but the biggest one is playing with friends and making groups, and once a ball gets rolling in either direction it gets worse and worse.

Elemental wasn't. Enhancement had its moments in PVP but they were both completely useless in PVE. It got better in PVE during TBC but you didn't have any CC so it wasn't easy to get invited to heroics and the two handed PVP was dead by then.

It's not tiny, or at least is large relative to how niche and old the game is, considering they've been working on it for 37 billion years.
The community is fragmented however, and the "real" emu server is mainly the same people that have been on there since the dawn of time along with their 12 alts, so everyone is self sufficient, economy is broken beyond belief, etc etc. Still fun if you get into it, especially the (broken) pvp and roleplaying, but it's nowhere as cool as it COULD be.
Their goal has always been to cut the server off when their project is "finished" and let others take the reins, creating their own servers, but at this rate that's still in 2027 and we all will likely have killed ourselves by then anyhow.

There ARE a couple of the other SWG servers that may be decent, some with jedi bounties and stuff (tho none with JTL as far as i know) but chances are high they are poopy butt in many ways (lol pop, shitty mods, etc).

I like your ideas for limited GM oversight, tho. Maybe not on city layouts as thats one of the funnest parts of making a city, even when you fuck it up and regret building placements.
