I've already said this many times. He's in high tier because he serves his own useful niche, which no other frame comes close to. Every farm group wants a Nekros. You are inevitably going to be short on lots of resources when you're building weapons/frames, and he's a useful frame to have in your inventory.

I AM taking in feedback. However, I take every feedback I receive cautiously, because there are a lot of retards who tell me Mesa, Oberon, Limbo, Volt, and Inaros are top-tier frames. In fact, Nekros used to be much higher in ranking, then gradually he got dropped to the bottom of high tier because people told me he was too high. And if enough people (like you) continue to tell me he's too high, then I will drop him again into average tier. The same process happened to Hydroid, who used to be in the middle of average tier before getting slowly dropped to low tier.
