No, since initially the event adds Rhenish as accepted for France, so assimilation is unnecessary. Later the French language schooling decision changes the Rhineland's primary culture to French with Rhenish as accepted, so you can assimilate them similarly to the Bretons or Walloons, but the Rhine cores stay for if another power wanted to dismantle France.

I might add province-specific hardcore assimilation modifiers in a later version, but for now France just slowly Hybridizes and then absorbs the Rhine pops.

You have up to -2 for terrain penalty when attacking and up to -2 for river/strait crossing or a landing (Both of these penalties can be circumvented by a middling maneuver general).
Your general can provided a few points during certain phases, but it only happens sometimes and there is no penalty for a leaderless army.
What you end up with is 2 people rolling dice and whoever gets the highest rolls wins.

Even fucking Victoria 2 has a better system. Upsets still happen but they're much more rare.
Unless you vastly outnumber someone or their army composition is irregulars and engineers you will get dumpstered by gas attack.
The dig in bonus makes a successful defense a much more likely outcome.
Even a terrible leader is often better than no leader at all.
And the experience system makes you more likely to roll a better number so a ragtag group of veterans can still overcome the odds when the numbers are stacked against them.

That's just not true. You can pretty reliably predict the outcome of an EU battle if you know all the factors. The difference in morale is probably the most important one, but in the first few years it's generals that matter most, then they become second or third depending on how big the differential in army tactics and morale becomes.

Early game, I could mabye go along with what you're saying. But after tech 8 or so not so much. And that's not including composition, outnumbering with cavalry, and unit pips which are an odd curve which can fuck with some people (western units are mediocre until later on so sometimes you get dunked unexpectedly by someone who seems worse but their units have 3 pips more than yours)

In Victoria, how comes the alternate flag (Bourbon Italy) I added from AFP doesn't show up ? I replaced the regular monarchy flag in Vanilla and HPM
