He gets a buff which lets him generates a couple of stars each turn, but has nothing ready for the turn he activates it.
Unless you are building stars the entire time, which is impossible with Astolfo since he generates no stars his third skill is pretty much only useful 2 out of the 3 turns, and you even need to get some levels there so it becomes useful.
His first skill is bad at lower levels, you need to invest into it as well.
