If I had a english v7 MHX, and got the v8, can I just install the v8 or do I have to uninstall the v7 from the 3DS first? I haven't played yet, so I don't lose anything.

You don't lose anything in the first place because the Save Data is kept separate from the install. You could use DevMenu to simply over-write the install. Not sure if FBI can do that, it might require the uninstall. Your save will be fine.
