Grenades and jumps are really up to you. I like Incendiary and Increased Control for better skating. Forgemaster. Melting Point (really fucking good). I like Fleetfire for PvE cause gotta go fast, Explosive Pyre is good too. Last column is all good, just pick which you like best, I like Simmering Flames myself because it really goes nicely with Fleetfire.

Honestly for PvE the only one I'd take 100% of the time is Melting Point.

all you care about is getting the highest LL you can. so, strikes/PvP until you are around 280 LL, then KF/IB to start getting to 300 and up

Once you hit 40 the highest level blue gear can drop, so keep running strikes and patrol for engrams and eventually you will be 290. By this time you will have collected purple weapons and armor pieces for your character, eventually you switch to wearing purple gear and using blues to increase its strength. Nothing is really best for the raid, Id recommend using Nightstalker or Gunslinger, carrying a good sniper, and being 295+ for NM.
