It depends on what account you're going to make, but assuming you're asking this question I'm going to assume you'll be making a main account.
Generally after rune it's best to start leveling magic and range if you haven't already, after rune your best bet is to get a dragon plateskirt, a berserker helm or a helm of neitiznot, and a fighter torso or granite platebody, depending on how poor you are, or how much time you're willing to invest in the game.
If you're truly a poorfag, I genuinely recommend getting 70+ range for black dragonhide, which is pretty great for a long time. If you actually need melee defense you'll want what I described above. The most common set up you'll see is:
Helm of Neitiznot
Amulet of Glory
Granite Platebody
Dragon Plateskirt
Dragon Boots
Tzhaar-ket is often used but a rune kite works just as good, granite shield works too, just compare stats of the 3 and see which works best

The Abyssal Whip is great, it can't train strength but it'll carry you very far into end game, once it hits end game it starts falling into a niche role, but is still viable, it's good for speed and and accuracy, which makes it a great slaying weapon, also if you haven't started, do slayer to train, it sucks at first, but once your slayer catches up to your combat, it really starts to pick up.
The abyssal whip is basically the melee version of the rune crossbow, ubiquitous, accurate, and very viable. Once you unlock it, you'll be using it forever.
For the record, it's best to quest as much attack XP, as possible then grind it to 60, once you hit 60, you should already have a dragon scimitar, after that, grind strength with quests and training to 60, then defence to 60 (controversial, it depends on who you ask, I personally didn't do it) then get attack to 70 for the whip.

All of these quests have relatively low requirements, unlock a lot of content and reduce grinding by a huge margin, and you have a perfect opportunity to start slayer, seriously. If you can't go toe to toe with your task, I guarantee there's a safespot for the monster you can use, and it'll generally be profitable while keeping your stats pretty equal.
I can't really be more specific with money making methods as I'm an ultimate ironman, but my current money making method which is 50k-300k an hour is killing ice troll runts on Neitiznot (You only need Fremminik Trials done and you can smuggle in a dramen branch and a knife from Lost City into the fight under the helmet shop and make a staff to help boost your stats 43 prayer and some food makes this a breeze, be sure to read the quest guide though on the wikia) Their drops alch for a good sum of money, they drop rune kiteshields, granite shields, rune warhammer, ranarr herbs, and ranarr seeds.
Seriously do slayer, it'll help you a lot, also, you should try to get the bone crossbow, for very very very cheap range ammunition for slayer so you don't have to buy runes, and you unlock basically the best crossbow until rune. (I used it to 72 range until I got a rune crossbow, but you can upgrade at 61 range)

Sorry to tell you, but that's the hardest and the most nebulous part of range, what I hear is one of the quickest ways assuming you have the combat level is to do Shadow of the Storm and use the XP lamp to get 26 range, sell the jewels from the throne. If you don't have the stats I'd tell you do Waterfall -> Witches house -> Shadow of the Storm -> Death to the Dorgeshuun and then buy Bone Crossbow + Bone Bolts, Then kill Rock Crabs until 40.

Do some other skill and quest your hp/defence up so you can use iron knives on chaos druids. Those are really good to train on at lower levels if you're looking to make cash.
Also as a sidenote, you can -literally- train magic at blue dragons from level 1 while turning a profit if you have enough runes to get you past the first kill. It's pretty meme-tier but it works. It's what I did.
