Simple answer, the consoles can't handle it. Higher FOV means more objects to render. Devs usually carefully reverse engineer so that they can strike the right balance to keep just enough objects rendered at once without compromising the frame rate for the respective consoles.

So I went and shelled out 15 bucks to get Origins on the Xbox 360 version of Black Ops 2
From what I've played so far, it seems like a pretty complex map, although not as complex as Shadows of Evil
Overall, it seems like a pretty cool map although also pretty difficult.
