-After getting to NV I found every major faction trying to jump your dick hilariously poorly handled.
-I felt that most of the factions were boring, House was a major naive retard, and Caesar was stupidly evil for no reason, and not even in an interesting way. And Yes Men was just boring.
-I also hated that all of the "WE NEED YOU TO DO THIS TO WIN THE WAR!" quests had basically nothing to do with the war itself, but were random "meet everyone" missions that contributed basically nothing to each faction's combat effectiveness.
-The battle for Hoover dam was such utter shit it makes the Liberty Prime escort of Fallout 3 look like an epic full scale war.
-then the game ended and gave unsatisfactory ending cutscenes because Obsidian doesn't understand the concept of realistic design goals, thus couldn't make a game that they could finish, leaving us with what basically amounted to a emotionless ending.

Regardless, assuming most people are like me, you'd put most of the points you got per level, which would be 15-25, into one skill so that you'd actually see a significant effect. Putting a point into a 3-5 level perk is about the same effect, the primary differences being that you have to choose between a skill or a more traditional perk (which is offset by having no level cap and how fast you level) and that you can only get to a certain level in any given perk before reaching an equivalent player level to prevent breaking the game through minmaxing. The new system's honestly just better in almost every way, it's not like Skyrim where the way skills and perks worked was kind of a clusterfuck and the removal of attributes meant the removal of luck and speed with nothing to replace them, and very little (a heavy armour perk iirc) to compensate the loss of agility (which prevented you from staggering in Oblivion). Nothing has really actually been "removed," and skills have been made more precious by making them swallow perk points.

What is fucked is the lack of skill checks but FO3 had that anyway. That's not Bethesda getting worse, it's just them failing to get better.

That's a different issue entirely. There is gear in the game with shit like +unarmed damage, and some mods give +sneak. Plasma has a sniper barrel.

It still has decent hipfire accuracy even with that, and high fire rate, and way higher damage than any other rifle besides the gauss, which is split between energy and ballistic. Plasma sniper is the best weapon in the game in my experience, though I haven't tried either variety of flamer yet and I'm not counting melee which is just fucking broken (shitty weapons but perks that mean you can teleport around a room seven times oneshotting everything in VATS, totally removing any downsides melee has while significantly enhancing its upsides).

Yeah the only plasma rifle barrel is shit though. From memory even the laser rifle out performs it.
