Here's the save for that fort/playthrough. I've also got a few other minor bases. Boston Airport is nice for storing shit, the Boathouse is a good little outpost and the Marina is a nice, but much smaller town. I've also got some more suits of power armour but no idea where I left them. Most of my guns are in the safe in the upstairs of the workshop building at the Marina. Look between the shelves.

Other Super Mutants may wear the straps simply to make themselves look more fierce by forcing their lips into a perpetual snarl. Some may not even realize why they're wearing the straps, and just wear them because everyone else is. Super Mutants tend to be a little dim like that.

Of course, this trait isn't universal among Super Mutants. Marcus is a well known mutant who doesn't wear lip-straps.

New Vegas dealt with it in a more sensible way by stating House's defences destroyed the bombs in the immediate area surrounding the Lucky 38. The bits they missed were still devastated for the most part.

This is mere conjecture but I get that maybe in 3, DC wasn't built up because the population was for the most part, obliterated, whereas in San Fran and alot of the West Coast we see, they wouldn't have been as heavily targeted.
