Can you expand on why they are more acurate? From what I understand about dpi is it only matters when it's low enough to make you skip pixels for your resolution. Once you're over that point, putting the dpi sky-high, and compensating with the in-game sens shouldn't make any difference...

quake is like 50-50

Even if you choose to boil it down to simplistic general terms I'd say CS is not as much about aim as you claim. It only looks that way to the untrained eye because a pro will always have the possible position of his enemies in his head and play accordingly. Same thing can be said for Quake. It looks like insane aim and while some shots do boil down to that (flicks, 1vX clutches) it's not as high as 90%.
