I've said it before, and I will say it again: Something happened with Episode 5 that DONTNOD doesn't want to talk about.
The tone shift in Ep 5, reused assets, and endings, show that it was rushed. But they also took an even longer amount of time than any other episode to make when there was very little new stuff.
The cut audio, dropped plotpoints, etc. suggests to me that they had something different planned and ran into some massive roadblock that caused a re-write of the episode and rush to get it out without causing even more of a delay.
I really do not think that DONTNOD had only planned two endings, especially when they explain so little. It really does look like they had a vision, got carried away with their ambitiousness, and ended up having to settle when they realized they used up the time and money allocated to them by SE.
Now since they're trying to save face by acting like the finale, which is by far the least satisfying/ creative episode of the five, is the one they had always planned.

Because we know they were capable of better. The scene with Frank has four different outcomes, and has a complex path to follow to get to the one that leaves him unharmed and on your side.
Up until the end of Ep 5 your choices were mattering, in at least some small way, and then the last decision invalidates them in one way or another. I don't know how many endings there would have been, maybe only one more, but after all the hype building and emphasis on multiple endings I believe they had more they wanted to show.
They wrote the story out prior to making the game, but they may have made compromises as the game's development and release went on.

I was waiting the entire game for the big final dialogue puzzle on the cliff with Chloe. Something even more complex than the one with Frank.
All your previous choices factoring into it, and also a step that finalizes the romance with Max realizing/admitting her feelings for Chloe.
Basically instead of the plain conversation on the cliff with no player input besides one final binary choice, there's a puzzle scene where you convince Max to sacrifice Chloe or Arcadia Bay based on /your reasoning/ for previous choices throughout the game. So, for example, the AU choice, you'd have options of 'I did it because I couldn't bear to see you in pain' (+1 sacrifice arcadia) 'I did it because it's what you asked me to do' (+1 sacrifice chloe), or 'I couldn't do it, I couldn't let you die in any universe' (+1 bae) vs 'I couldn't do it, it wasn't my place to play god' (+1 bay). For something like steal the money you'd have 'didn't steal it because it's morally wrong' (bay) 'didn't steal it because I want to be a good influence (bae) vs 'stole it to keep you safe' (bae) 'stole it because you asked me to' (bay).

So everything builds up until Max herself finally 'makes up her mind' and either tears up the photo or focuses.

It doesn't fix the stupid number of other flaws in the finale, but it would take your previous choices into consideration
