Because DN went out of their way to fool weak-minded players into thinking suggestions and conscious guilt-tripping were the same thing as actual fact. Add in the fact that very few people actually read into Max's character and how she feels about everything going on, and that most people seem to feel that utilitarianism is actually applicable when loved ones are on the line and you've got your answer.

Had the game come out in 10 years, when we've got the technology to recreate a game like this using our memories to recreate people in our own lives, all but a few psychopaths would choose to save the loved on that's in Chloe's place.

Maybe she did and we just don't know/ she doesn't remember. When the storm hits is a different timeline from when Max sees the damage and the diner explode. One small change, or warning Max gave, could have saved people she knew. For all we know she told Joyce not to open the diner that night and didn't remember when she regained consciousness with Chloe on the beach.

Budget constraints, if the preview for episode 5 was any indication Max was out of it for a while and woke up in a hospital when the tornado was happening. And this is why yurifags cling to Pricefield, in the uncut ending Max could choose to go to the diner where she ends up wtih Warren when the tornado hits or the cliff with Chloe. If you save one it means you sacrifice the other.

No she didn't. That's not how the focus ability works at all. Max tells Chloe to explain everything she'd already said and that she used the photo ability. That's because Max loses her memories of being possessed by her older self. Chloe was never told about the diner and so up until Max regains her memories on the beach she's operating under vague instructions from a future self who couldn't be bothered to mention the storm.

It was an interesting idea, and it was fun to imagine Chloe in a position of power. As well as seeing Max heal and eventually land Jefferson's job at Blackwell. But I'm losing interest because it's just not feeling like LiS anymore. Hopefully the next chapter, with the wedding, will bring things back to being good.
