Well, not long after instruments were released people started using macros to play advanced songs. Which pretty much obsoletes the whole deal about actually learning to play or playing the instrument by hand.
People who didn't give a shit about learning to play by hand would always just resort to macroing, which in turn made more people buy instruments so they could macro too. Macroers could add any song there was notes for and could also instantly play any song better than those who had made the song if they were playing themselves. Not to mention they could play both bass and lead simultaneously which is impossible to nail down by hand with the delay in the game.
People literally let themselves become living jukeboxes.

Anyhow, for some fucking reason Anet decided they would go out and say that macroing is fine because when it comes to instruments it doesn't give the players any real gameplay advantage and thus doesn't violate their ToS on macroing for gameplay advantage. (Though it still goes against their third party program policy.)
So not only do they "sort of" allow it (some devs seemed a bit cautious on the subject), they will actively turn a blind eye.
