What are you talking about? That is exactly what happened. It wasn't a personal pet project. They did actually plan it, why else would they have meetings about it? He was the key to it because it was through his skill that got him that high up the ladder and through the Seven Sages working outside that he forcefully weakened Blanc and the city to require his services.
