From what I understand of Sans' explanation, LOVE is more of a psychological and/or spiritual thing.
While I'm sure knowing that you're responsible for that many deaths would give you a huge boost, I don't think dropping a bomb killing a few billion people would give as much EXP as personally killing a few dozen with knives or frying pans.
