Frost Queen's active is pretty good, but if you're going spell thief a lot of the time you're going a damage support in which case you'd want to fuse sighstone and spell thief. If you just want to go utility and actually be a support, then keep frost queen.

Combo and burst champs that benefit from filling out the middle section. Azir, Mordekaiser, Jayce, Diana, Leblanc, so on and so forth.

It's contrasted a lot with Deathfire Touch. Thunderlord's is better for burst damage, while Deathfire is for sustained damage champs like Swain, Kog'maw, Viktor, or even Gangplank where it's given a chance to proc a lot over the course of a fight.

As someone who plays a lot of Annie, what does 'better positioning' mean against a flash ult from Annie? The only way you could position yourself to not be hit by it is to basically stand 900 units away from her and not farm. You're not safe behind tower because she's all burst, at most she'll take two tower shots.

Depends on the game. If you're ahead you probably want eye of the watchers to reduce the amount of times you need to base when warding the enemy jungle.

If you're behind, Frost Queen's Claim is sometimes better because it helps deny engages and save teammates that get caught out. Note that the active doesn't just slow enemy champions, it reveals them, so even if the other team won't let you have vision control or you're just out of wards, the active can let you know if its safe to hang around somewhere or if you're about to get ganked. If you're playing something like brand or morgana support, you should 100% take this item when you're behind because you probably won't make much of an impact if you go for damage.

pen runes on ad carries is fundamentally wrong because ad carries rely on attack speed and auto attacks which rely less on pen and more on straight AD

graves and corki may be the exception because they're also heavy casters which make pen runes a little more worth it, but generally ad carries want ad reds or as reds, armor yellows, mr blues, and ad/as quints.
