It will only ever happen if you have a fuckton of pops. I don't know if high unemployment affects it but since the game is generally broken and most RGOs will have massive unemployment most of the time if your population is large enough, immigration will just happen whether your trying or not. It's easy as hell to completely fill the entirety of African with Chinese pops for example since China is utterly broken with population, and even most large Euro countries it will happen without trying. But you're never going to turn the Congo into a Belgian state, for example.

I suppose you are right, but since release is only done with with normal in game mechanics, it gets a little more complicated to determine when they should be or not. Maybe if they are a french puppet they change it. Could be done with an event that fires after they are released.
