That's because you're seeing each character's interpretation of the events. If you don't notice, Eggman sounds a lot more menacing in Tails's story compared to Sonic's story, because Tails sees Eggman that way.

Lost World in general is a pretty mediocre game with some nice ideas, but failed execution. The PC port for me is generally fine, but if you can't get 60 FPS, it apparently fucks up badly and makes it seem like the game is running in slow mode. Also, prepare for aliasing.

As for a physical PC version, I don't think so.
