Am I the only one who thinks Chara is actually an ok guy?

His original plan with Asriel was the same one that Toriel suggested Asgore should have used if he really wanted to free monsters. He would die and give his soul to Asriel, who would, using the excuse of returning Chara's body to his village to get his parent's permission, go to that village, kill another 6 humans, take their souls and free monsters from the underground. Perhaps he would have also wiped out humans as he apparently hated them and would certainly have the power to if he kept absorbing souls, so that kind of makes him a dick, but he obviously wasn't some crazed psycho murder, just a little abused kid looking to get back at his abusers, which he assumed to be all of humanity because he was a naive little kid.

I suppose that's true, though I'd think it would warrant more than one attempt if it meant more control after the merger, and being a human, it couldn't have been that hard to just forcibly kill Asriel. No need to be sneaky unless trying to entirely avoid conflict with monsters beyond the one he'd have to kill to get across the border, because if a single human child can kill Asgore, a human-monster hybrid for sure could manage it. I'd say his plan to give Asriel his soul was more of a sacrifice on his part because he actually liked the kid, and possibly monsters as a whole, rather than some elaborate, unnecessary ruse.

If I remember correctly Boss Monster souls are different which is why I haven't brought up him just killing a random civi monster somewhere. In fact Alphys even straight up tells Frisk to kill Asgore and take his souls during the game, so it's certainly possible.
