Yes, actually. I stumbled into a streamer whose whole gimmick was posting and collecting pepes. Had a bunch of pepe emotes. All of his alert were randomized pepes as well, and he would comment on their rarity.

He dared to ask me if I would follow. Which is pretty bold of him. I told him no. And he asked why. I told him that I don't like pepe. He didn't really know what to say to that. Just kind of stammered, smiled and said "how can you not like pepe?". And then I explained why pepe is awful. It got a little awkward, but we were cool for that one stream.

Never saw him again, don't remember his name.

Difference is, when a twitch viewer says those things, it's clear that they're only joking. They make an offhand comment, and then move on.
When you're on 4chan, people will tell you to get out, and then back up their comment for 20 posts. Either seriously upset that you disagree with them, or roleplaying as someone upset. In either case, 4chan is far more embarrassing in that respect.

But more to your point about twitch consisting of /v/ shit. That's not really true. It depends on the streamer and their allowances. I only know of one streamer who is tolerant of insults like "faggot" and "nigger". But she doesn't allow it for the fact that it's against Twitch's rules, and she doesn't want to get banned.

Nigger is a racist word. But no one can be honest about it. They tell you in one instance that it's a general insult, but then in another instance use it pointedly at black people.
The reality, is that when someone calls a non-black nigger, they're actually demeaning the non-black by equating them to blacks.

And you might say you don't put that much thought into it. But other people do. And until the word loses it's racist connotation, it will always be treated like a big deal.
