I believe it is due to fears that people don't want Modern Sonic to stray to far from his classic days.

After Sonic 06 Sonic Team became terrified in what Sonic was and desperately tried to nostalgia pander in hopes that it would make people enjoy the games. You can see it starting with Unleashed which had a simple story and only a few characters, the 2D sections were likely there to make the game more marketable to classic fans and casuals. And SEGA kept banking on it, first making a classic sequel, to having classic Sonic return, to making a classic esque 3D game, to making a retraux sprite based classic throwback, to now trying to pander to everyone at once since some people are sick of the classic shilling.
