The cpu will be your bottleneck, yes. But the with the 1060 you'll find be bottleneck ed by the GPU in 1-2 years. Save up and get the 1070 and wait longer on CPU, imo

don't buy a 1060. I fell for the 1060 meme but luckily sold it during the mining craze and made my money back.
DX12/vulkan framerates were worse than the rx 480 and for me it crashed a bunch in older games. save your money until team green gets better dx12 support or team red gets better cards

You'll only gain performance in games which have very low CPU overhead, you may actually lose performance if the 1060 you're looking at is the 3GB model due to memory utilisation, especially in new games.

Depends.
Playing online can be annoying because you're in the maps with other players, who often just want to kill other players, steal their loot and leave with the goods.
Sometimes you can get in and out without any trouble, but you're often better off Spawning with no weapon, grabbing some loot and getting killed with the loot stashed in a gamma container.

There's an offline mode, but you don't keep the loot from it and you do need to log into the master server to play.

I've mostly just been spawning in as a Scav and making legs to leave. Got a couple short videos of some successful runs, but it's not awfully interesting to watch.
