Dishonored, a stealth/action game has a time stop skill

The Incredible Adventures of Van Helsing is an arpg with something similar.

Breath of the wild has a time stop spell.

Those are the ones I can think off the top of my head.

Max Payne is basically the premier bullet time series.
Superhot kind of takes it too far but is definitely worth checking out.

Killing Floor does it in the absolute worst and most annoying way possible.

There's end game spell that let you completely stop time for everybody but you, not only that, it pretty much guarantees all attack you make will hit.
However, there are a few time stop immune enemies in the game, particularly if they are divine.

prince of persia has slow-time

fable has a slow time spell, also a blink spell, you slow time and appear behind the enemy all like "nothing personal kid..

cod modern warfare has a slowmo mode you can activate. it's basically a cheat but it's fun.

skyrim has it, slow time shout. fun times...

enter the matrix, obviously... path of neo.

there's this shooter game, can't remember the name, where you throw this item which creates a slowed time dome, all bullets enemies fire that reach it just stop in place or move slowly, you can also throw it at an enemy and then shotgun blast them to see them hanging in the air.
