Tien was a trickster. Since he was somewhat a secondary character in Z people may have forgotten that, but the Crane school students were all smartasses.

He has some skills the rest of the participants may have but all in one person and also a few unique ones.

The only thing I can remember is when Super Buu falls asleep, but that was literally just an excuse he made to wait for Gohan to appear and to allow Goten and Trunks enough time to be able to fuse again. That's because Blue isn't the "next step" after SSJ3.
It's a SSJ transformation after getting to the SSGSS level, which is basically "acquiring God Ki". That means SSGSS is a new branch that originates from a regular SSJ ritual, nothing to do with SSJ3.

Technically, you can get a SSJ Blue that was never SSJ2 or SSJ3. Shit, Vegeta was never SSJ3; it's a new world once you acquire God Ki. If Beerus showed up earlier, Goku would have probably skipped SSJ2 and 3. Let's say Beerus never showed up: nobody would have known about this whole God Ki thing, so the only logical step was getting over SSJ3.
And that's what they did in GT.
