A game world being fictional doesn't excuse the fasion being pants-on-head retarded. Most game protagonists are commoners, or at the very people who have no reason to be wearing clothing that is overtly fashionable or avant-garde. Clothing that is considered "normal" is considered that way for a reason, usually because it fulfills a purpose.

So a character dressed like >>380866840 is either A) the only one dressed like this, so he's a huge faggot in-universe, or B) not the only one dressed like this, meaning the clothing is considered normal, which means it has some sort of purpose. Like I said, it depends on a few things. Is the protagonist the only one dressed oddly? If he is, why? Is he trying to be fashionable or does the odd clothing have some other form of function or significance? If he isn't, is everyone dressed like that? Whether they are or aren't, why?

Most games don't go through this much effort to establish the standards of clothing and fashion leaving it up in the air. I never played whatever game the character in the OP is from so I wouldn't know. But the only way he isn't dressed like a faggot is if other people dress the same way and there's a reason why, or if literally EVERYONE in the game is dressed the same way. If that's the case then that's just the norm for that fantasy world.

Japan ranges from fucking awful to the best. There generally isn't a middle ground for them.
West is in the middle. There are far more average to mediocre designs than good or bad ones.

Japan is artistically inclined, which can lead to good or bad things. You could almost say they're the most willing to take risks. For example, it isn't unusual to hire porn artists. Some of said artists get to draw porn of the characters in their free time AND keep their job afterwards. I'm sure most of us are familiar with that one official Mega Man designer.
The West is more grounded in realism, relies on focus testing, and will most likely fire your ass if you do anything crazy. This has resulted in more consistent quality (or rather "safe" designs), but at the same time constrained it from achieving anything really incredible. You can't have genius without a bit of madness.

If anything, I'm partial to his Street Fighter Alpha design.
There's just something about the SFA art style that showed that Capcom knew how to have fun and enjoy their game with it getting to full of itself.

Some others I didn't bother with are good. All of these designs are original and are also appealing to me.

In my opinion this would be a bad character design. Boring. Looks like every other western character ever made. Oh he shoots stuff, what else? You can't tell. I think JRPGs especially have the best designs for characters, because they are so original. Sometimes I feel like people here actually literally do just play purely for gameplay, which is asinine in my opinion.
