Youre not gonna build a PC that will run heavily modded Skyrim for that price. Xbox has a huge library of mods for fo4 and Skyrim. Sony has a lot too but they have way more restrictions on what can be modded. You're not gonna be able to heavily mod either though unless you wanna crash the game constantly. You're fucked no matter what you do.
