You're right, it's been in dev far, far too long. It's becoming clear it's one of those, "never going to be done" projects, even if they say it's finished, it'll just be the sign they're giving up on doing anything else, rather than it actually being complete.

The game files already have NPC resonses. It probably won't be something amazing like trading posts, camps and factions. In the files you can see that it'll be friendly/neutral/agressive(or just violent ally not an enemy?) behaviour with the ability to make a party and give simple orders.

I could be wrong, but I don't think the hostile NPCs are a normal part of the world population. I think they're an event that sometimes spawns while you're in a house/safe location. It's only happened twice, and both times were in areas I'd well cleared out.
In the second case I heard shots outside in the middle of the night, and shortly after a pounding at the front door even though I'd locked things down and shut off the lights - so there was no reason it would be a zombie. So I went to the living room, and readied my weapon, he knocked open the door and came in with a shotgun. My character went down fast.

It IS pretty barebones. If you don't enjoy the basic gameplay of "pick vehicle, slap two guns and one special on it, kill lots of dudes", there's nothing much more it has to offer you (apart from kickass soundtrack which you might as well listen to separately).
Personally, between 40 guns (which actually feel very different) and who knows how many mechs, tanks and agravs you can strap them to there's just a ton of replayability. It just appeals to me on the most basic level - I love the combat, I love the visuals, I love seeing yellow coats scatter as I stomp through a high-rise on my oversized mech. It's a cool game.

You must be talking about the demo version, the guy with a shotgun is a scripted event. The regular game has no NPCs right now, but it has a lot of random sounds of people screaming which attracts zombies. Those screams catch me off guard every time, and it doesn't help that they sound too real.

Dragonfall is great, Hong Kong isn't as great but is still definitely worth your time.
Returns is pretty much a crash course on the setting and how everything works. If you're already familiar with the Shadowrun universe, you probably won't get much out of it unless you really want to see what Seattle looks like in video game form.

It's not fine, evil or good isn't the problem. It's that they wasted a change to seriously return to the Ivalice setting, and explore more of the conflicts and politics of the land, and instead wasted it on complete and utter nonsense - something they did again with FFTA2. They abandoned the feel and essence of a setting, and abandoned all the possibilities the factions, characters and history already available provided, and, on top of that, they refused to further build upon that rich basis with new and rich possibilities.
What an utter waste.
