The biggest problem with Bayonetta 2 is that they made Witch Time completely mandatory instead of a crutch. The game even acknowledges this itself because Infinite Climax no longer disables it.
Basically, there are enemies that are total anti-fun. They'll dodge almost everything and break out of combos instantly. So what do you do? Wait for attack, dodge, witch time, punish, repeat. There are other problems like Umbran Climax being way too powerful and basically rendering Torture Attacks obsolete, but the whole Witch Time thing is by far the biggest issue. Bayo2 is still a fun game though, but yeah it's sad because it's kind of a "one step forward, two steps back" game.

The same is true in Bayo2, where using umbran climax may do little damage to some of the tougher enemies and actually give them the opportunity to hit you and waste your precious umbran climax time and leaving you open to some wrecking after it's over, while a torture can give you a small breather, remove a huge chunk of even the toughest enemies, besides bosses, if not outright kill them, and leave you better off afterwards.

But that's the thing though, Umbran Climax not only has crazy AoE, it also does very good damage to boot.
Even if there's just two enemies on screen 95% of the time Umban Climax is the right choice.
Umbran Climax changed the whole balance of the game, with the game expecting you to use it, meaning enemies are faster, block far more often, have much more health and the combo requirements are much higher.
On the surface level Bayonetta 1 is a fair bit harder when going for those higher difficulties and getting the best scores Bayo 2 is harder, and not necessarily in a good way.
I can't even seem to pure plat verse 1 of the Prologue in Bayo 2.

God wanted hi powers but he was evil. He made Bayos daddy his pawn to get his powers back from the kid and Bayo. Future Bayo has to deal with him with daddy helping.
Daddy seals god in him and goes back to the past, and then he makes Bayo 1 happen. Then he wakes up because of past Bayo 1 lipstick bullet, and prevent evil god from leaving his body. The beginning of Bayo 2 is Bayo daddy dying with evil god inside him.
