Computer animation is a technology that hasn't changed since the invention of Inverse Kinematics in 1980s.

Games cant make perfect human faces because humans have to look perfect and that takes so much effort they couldn't render almost anything else at a reasonable frame rate.

Unless you're trying to make a perfect human face, the question of exaggerated and anthropomorphic proportions of facial features is entirely a matter of animator time available. The more budget you have, the more time animators get, the more detailed the animations can be.
Face is a bitch to animate, of course.

Looking at this I think I can pinpoint why she looks off and it isn't because of the shape of her face or eyes, it's her iris compared to War and Death. Their eyes have the same color throughout but the iris/pupil area is either much brighter, like war, or the same color throughout like Death. Fury's eyes are the opposite of both and it just makes them look weird.

It's not the GPU which would have to overwork itself, it's the game's art team.
Drawing pretty pictures is much easier than creating the model, animating all the little bits and pieces correctly and then making sure it's tuned and ready for tessellation-using LOD scaling.

Extreme amount of effort and time required, no studio out there gets the kind of budget to flesh out all the little details.
