I think there was a scene in tales of berseria where a character was supposed to be hit and they cut that scene from America.

Also they added more clothing to Jessica from DQ8 in the DS version.

They are both different in both gameplay and story. I would recommend you the Witcher 3, since it's a complete experience, whereas the Phantom Pain is an incomplete mess, despite how fun it can be at points, but it is rather repetitive and you will find yourself bored in a few hours. Go with the Witcher 3, trust me on this one.
