It wasn't originally, but they fucking scrapped the game about 4 times so we got a mix of everything up to release. Even the last trailers look nothing like the game.

We did.

having gone back to play the expansions recently. I can say the combat isn't as bad as people make it out to be, but it's definitely the weakest part of the game and not as smooth as I would've liked it to be.
The runewrites in HoS really added a lot in my opinion. I felt like it was a lot of fun. But yeah, it's just...the movement isn't that responsive and it's kind of jarring at points.
So cdp definitely need to do better with cyberpunk, but it's not 'bad' combat

is Aard just garbage or what, i mean yeah you can get some instant kills with knockdown but Igni not only damages things baseline but the damage only gets better because it's % based and it rapes any kind of boss and the burn CC's the enemy for fucking forever, god forbid you have tawny owl active and oh look it's ready to be cast again before the burn fades

I don't know but it filled me with immense joy to let her drop into a big meat grinder or whatever the fuck it was. I kept just ignoring prompts, trying to get her killed. It took a few, but I got there eventually.
