I'd say the romantic progress is more or less on par with most long-running yuri series that don't immediately jump into sex. Heck, it's actually pretty hard to throw sex in there without threat of the relationship being diminished. It's kinda like how you wouldn't really be happy with a canonical MisakaxKuroko relationship if it was obtained purely with the power of aphrodisiacs.
The love from Tohru is clear, but for someone who's typically not sociable and just had a shittonne of supernatural creatures thrown into her lap, Kobayashi's feelings aren't just gonna go 0-60 in ten seconds. Last I read of the manga, it pretty much stays slice of life the whole way through. The closest they come to an antagonist is the one dragon from the OP who hasn't appeared yet, and I think she gets a redemption arc. She also briefly gives Kobayashi a penis, and Tohru tries to jump her, but other than that there's nothing all that dramatic coming up if they stick to the manga.

Plenty of series have adoption or pseudo-adoption. It doesn't have to be about a domestic couple deciding they want a kid, and in fact that's probably the least interesting way to do it - just any reason to suddenly give a lesbian a little girl to look after, in the vein of Usagi Drop (pre-timeskip), Otaku no Musume, or even Yotsuba.
